The Hamlin County Planning and Zoning Office is contracted with First District of Watertown. Under county ordinance, citizens and businesses are required to obtain a building permit through the Planning and Zoning Office. Building Permits within Dempster, Thomas, Lake Poinsett, and Rural Hamlin County shall contact the Hamlin County Planning & Zoning Office. Building Permits within Bryant, Castlewood, Estelline, Hayti, Hazel and Lake Norden must contact the respective city offices.
