Prevents the introduction of animal diseases in the state by requiring health certificates, permits, and tests on all imported animals; maintaining an adequate surveillance system for disease by testing blood and tissue samples for Brucellosis and Tuberculosis from cattle and swine slaughtered; testing swine for Pseudorabies; inspecting and testing for emerging diseases, emergency diseases, and eradicated diseases; conducting specific disease control and eradication programs; regulating the livestock auction markets and livestock dealers by inspecting, licensing, and bonding; licensing and inspecting rendering plants and enforce the disposal of dead animals; enforcing the animal welfare laws (animal neglect) of livestock; regulating the breeding, raising, producing, marketing, and distribution of certain non-domestic animals; and maintaining the South Dakota Meat Inspection Program as a service to protect the consumers of South Dakota which is maintained under a Self Certification Program as an equal to the Federal Meat Inspection Program.
