LSS Center for Financial Resources provides financial counseling and education, housing resources, and debt management. Services include: Financial Education, Financial Management/Budget Session, Debt Management Program, Bankruptcy Counseling, Credit Report Consultation, and Student Loan Consultation. We also offer Housing Resources including: First-Time Homebuyer Sessions, Homebuyer Education Seminars, Homeowner Financial Management Sessions, Mortgage Foreclosure Prevention, and Rental Housing Counseling and Education. Meets with clients to review their spending plan and overall financial situation. This includes creating and reviewing a spending plan, taking a look at any debts they have, identifying the cause of any financial issues, and exploring options and solutions specific to their situation. Lutheran Social Services does not consolidate debt. The debt management plan allows clients to make one monthly payment through the LSS agency to their creditors. This helps clients pay off debts on a budget that works for them. If this is not a realistic option, the certified credit counselors will work to create an action plan to explore other alternatives.

​Provides accessible, income based housing. Income limits apply, but no minimum income is required to qualify. There is no obligation upon applying and no application fee.

Provides comprehensive supports (i.e. supported employment, residential, community engagement, adult day services, representative payee services, etc.) for adults with intellectual/developmental disabilities.

The Bishop Dudley Hospitality House provides shelter, laundry facilities, and showers for homeless individuals. Beds are on a first come / first serve basis and cannot be reserved. Families with children under 18 can only stay in the family units. A locker program is available for individuals to rent at $10.00/week or $30.00/month. Guests may be eligible for "chore exchange" to earn a locker. Please speak to staff to learn eligibility requirements. Individuals who work overnight are permitted to sleep during the day with documentation of work schedule. These individuals can make arrangements with staff to be let into the shelter after their shift is over. Individuals who are intoxicated are able to stay at the House as long as they are able to take care of themselves. Guests need to be able to care for themselves in order to be able to stay at BDHH. They may use wheelchairs, crutches, walkers, knee scooters, etc. but must be independently mobile if using these items. A separate location also has ten units for shelter and services for families. Intake for Family Units: Call ahead to check on availability of family units. A background check (available for free through the Clerk of Courts) will be required as part of the application. After receiving a printed background check, ask for the Family Coordinator to set up an intake appointment.

​Dakota Plains Legal Services is a private, non-profit organization funded by Congress through the National Legal Services Corporation to provide free legal assistance to eligible persons residing in the service area. Also can help with wills (for possessions), living wills (for medical issues), power of attorney paperwork.

Services include spiritual services, utility bill expense assistance (on individual case basis), rent payment assistance (on individual case basis), mortgage payment assistance (on individual case basis), clothing, shelter, emergency services, character building programs, and offer some hotel assistance if funding allows. Please note - there is no physical homeless shelter, but shelter may be provided in the form of a hotel voucher (if funding is available).

CES is an assessment and referral system to housing resources for those who are experiencing homelessness or at risk of homelessness. It is not a direct application for assistance; rather trained assessors gather information from households to assess needs and barriers to housing. Referrals are sent to providers in communities where vacancies are available. Households can access CES through a physical access point or calling toll free 1-800-664-1349 if a physical access point is not available in their local community.

Acts as an advocate and provides assistance to military veterans and their dependents in determining eligibility and applying for various federal and state benefits, such as service-connected compensation, non-service connected pension, outpatient and hospital medical treatment, guaranteed home loan certificates, education and on-the-job training benefits, burial benefits, survivor benefits, referral information, as well as many others. ​​Provides transportation to the VA and Care in the Community appointments for veterans through the Disabled American Veterans Transportation Program. Veterans should schedule their appointments on Tuesday and Thursday after 9:00am.

This office acts as an advocate and provides assistance to military veterans and their dependents in determining eligibility and applying for various federal and state benefits, such as service-connected compensation, non-service connected pension, outpatient and hospital medical treatment, guaranteed home loan certificates, education and on-the-job training benefits, burial benefits, survivor benefits, referral information, as well as many others. Provides transportation to veterans through River Cities Public Transit. Call for information.

VSO's educate, advocate, and assist qualified veterans, dependents and survivors, searching and applying for Federal and State Benefits. Qualified benefits are directly related to a veterans time serving their country. Examples of what VSO's can assist qualified citizens with ​​are: disability compensation, enrolling in VA Health Care, appeals, pension benefits, education information, submit requests for DD214's, burial benefits, correction of military records, survivor benefits, discharge upgrades, state benefits (states veteran home, state education benefits, and SD Bonus), and referrals. Veterans are encouraged to register their discharge information (DD Form 214, Report of Separation) with the County Registrar of Deeds Office.

The Great Plains Regional office is responsible for the direction and oversight of Bureau responsibilities and activities in South Dakota, North Dakota, and Nebraska. The Office of the Regional Director provides program direction and supervision to 12 Agencies encompassing 16 federally recognized Tribes. Programs includes: tribal government, enrollment, claims, self-determination, housing improvement program, loan guaranty and interest subsidy program, land titles and records office, probate and estate services, real estate services, Indian land consolidation program, Division of Natural Resources, Human services (which includes general assistance, burial assistance, disaster assistance, emergency assistance, adult care assistance, and child assistance), Tribal transportation program, road maintenance, and Division of Environment, Safety, and Cultural Resources Managements.

Offers a culturally grounded, trauma-informed continuum of care for survivors of domestic violence, sexual assault, and elder abuse within the Cheyenne River Sioux Tribe community and surrounding areas. Core services are survivor-centered and designed to promote safety, empowerment, and long-term stability by including emergency shelter, crisis intervention, and individualized advocacy. Advocates provide confidential support, assist with danger assessments, safety planning, and navigation of tribal and state legal systems, including protection orders, custody filings, and court accompaniment. Medical advocacy is available for hospital, clinic, and SANE exam visits. Staff also support access to victim compensation, transportation, healthcare, employment, childcare, and housing resources. Counseling and support groups help survivors process trauma and rebuild safety. All services are culturally responsive, emphasizing respect, community, and healing. Smudging is offered in the shelter, and clients are connected to tribal elders and cultural mentors for additional traditional healing. A 24-hour crisis line provides immediate, confidential support, while community education promotes healthy relationships, consent awareness, and bystander intervention. The shelter program also hosts Domestic Violence and Sexual Assault community education/awareness/prevention events to the public or organizations within the community.

Downtown office space allows for sober social opportunities to build healthy community.

• Wellness center passes to support a healthy lifestyle

Sober living homes; up to 5 women can live in the women's home at a time and up to 6 men can live in the men's home at a time, rent free with case management services to help individuals move toward financial stability, employment, and permanent housing.

CHOICES Residential Services program serves adolescents and adults who have intellectual and developmental disabilities and behavioral/emotional or psychiatric disorders. Components of the program include residential services, independent living training, educational services, and therapeutic and psychiatric services (individual and group therapy).

The Yankton County Veterans Service Office (VSO) supports Veterans, their dependents, and survivors in accessing a broad range of benefits, including those available through the Department of Veterans Affairs and the State of South Dakota. Also connects Veterans to other organizations that may provide additional resources and benefits. Primary services include assistance with VA health care, educational benefits, disability claims, death and survivor benefits, home loan certificates, and obtaining military records and discharges. The VSO offers comprehensive claims services, guiding Veterans through VA procedures, providing follow-up after decisions, and sharing information about eligibility at VA medical facilities. Assists eligible South Dakota Veterans in applying for the State Bonus Program and coordinates DAV van transportation for medical appointments on Tuesdays and Thursdays. Veterans are encouraged to register their discharge papers (DD Form 214, Report of Separation) with the Yankton County Registrar of Deeds Office for safekeeping.

Provides transitional, clinically-managed, low-intensity, open-ended residential treatment program for adult males. Treatment program is designed around an initial 90 day treatment plan. There are no guarantees as to the results of treatment. Services provided are a minimum of 12 hours of individual, group or family counseling per week. Residents are encouraged to take part in the outdoor operation of the facilities and participate in any of the recreational therapy programs. Intravenous (SP) (IV) Drug Users: Client referrals who are identified as having a history of using drugs intravenously (IV) will be prioritized for admission into this program.

ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

Brings volunteers, contractors, families, and community members together to provide safe, affordable housing solutions for qualified low-to-moderate income individuals or families. Home Repair Project helps homeowners with minor to moderate exterior repairs and accessibility improvements to help them safely remain in their homes. Projects may include ramps, handrails, steps, doors, windows, painting, siding repair, and exterior safety improvements. Habitat Homeownership offers qualified applicants the opportunity to purchase an affordable home. Applications are accepted during designated open enrollment periods only. There is no ongoing waiting list. Services are dependent on funding availability, volunteer capacity, and seasonal construction schedules. Project availability may be limited. Note: this location does NOT have a ReStore.

Providing emergency shelter and case management to people experiencing homelessness or services to those who are at risk of being homeless.

Provides the following services on the road to a life of purpose and possibilities: residential services, employment discovery, supported employment, community life engagement, client benefits management, nursing/coordination of medial services, special education/transition services, and behavior support services.

Provides the following programs and services: Insures mortgage loans for single family and multi-family housing for new construction and rehabilitation. Funding for several rental assistance programs throughout the state. Assists persons in filing a discrimination complaint regarding a fair housing issue. Community development and housing project funds to Sioux Falls, Rapid City and the State of South Dakota (for grant distribution to small cities). Grants are available to non-profit and community organizations for a number of projects including homelessness, fair housing, housing counseling, public housing, and community development.

Provides temporary lodging for homeless men via shelter beds: ​86 beds and 16 cots for males Individual's and family's requests for space in shelter is reviewed on a case by case basis (ie. a 13 year old male that comes with his dad, cannot stay in the men's shelter). Length of stay is dependent upon client needs Cold weather shelter (mercy nights) - when the temperature is below 40 degrees, UGM will make space for people to keep them inside (unless they are unable to care for themselves, or under the influence of drugs or alcohol, or are violent).
