Rental Assistance - The USDA PROVIDES project-based Rental Assistance for over 250,000 apartment units throughout the nation. Tenants receiving Rental Assistance pay no more than 30% of their adjusted income for rent. Eligibility is determined by income standards set at the state and county level. WHA owns and manages a 60 unit Hi-Rise building for elderly/disabled individuals and 25 scattered family units in Watertown under the Public Housing program. - Applicants must meet income guidelines established by HUD and meet eligibility requirements with regards to a criminal background. - Previous landlord references are also required with application. - Tenants are required to pay at least 30% of their monthly adjusted income towards rent and utilities.

Volunteers of America, Dakotas' Summit Heights Properties (managed by Costello) offers 37, 1- and 2-bedroom apartment homes for families who qualify under the tax credit/HOME funds guidelines. The following definitions apply to all applicants to Summit Heights: applicant meets the requirements to live in tax credit/HOME funds-financed housing, applicant abides by the rules and regulations set forth in the residents' rights and responsibilities for the Summit Heights Program for chemical-, alcohol- and tobacco-free living, and a family/household whose head of household, spouse, co-head or sole member is 18 years of age or older. Unit is a non-crime free housing unit, individuals with a criminal history, with the exception of certain violent or sex crimes are accepted.

This is a tenant-based voucher program for persons or families who are homeless and have struggled with chronic homelessness and suffer from severe and persistent mental health issues. It allows qualified individuals/families to receive rental assistance in the unit of their choice as long as it meets HUD's Housing Quality Standards. The assistance travels with the tenant and can be transferred anywhere within the city limits of Sioux Falls. The client must agree to participate in case management.
