Volunteers of America, Dakotas' Summit Heights Properties (managed by Costello) offers 37, 1- and 2-bedroom apartment homes for families who qualify under the tax credit/HOME funds guidelines. The following definitions apply to all applicants to Summit Heights: applicant meets the requirements to live in tax credit/HOME funds-financed housing, applicant abides by the rules and regulations set forth in the residents' rights and responsibilities for the Summit Heights Program for chemical-, alcohol- and tobacco-free living, and a family/household whose head of household, spouse, co-head or sole member is 18 years of age or older. Unit is a non-crime free housing unit, individuals with a criminal history, with the exception of certain violent or sex crimes are accepted.

Provides multi and single family financing and development, including: Single family home ownership loans at low market rates to qualified first-time home buyers. Repeat home buyer loan program offers low interest, fixed rate mortgage loans and cash assistance Governors' House Program for income qualified individuals and families. Administers federal programs for development and management of multifamily housing, housing counseling, and homelessness services. Home buyer education Down payment assistance Home improvement loans i.e.. CHIP (Community Home Improvement Program) which is for low income homeowners (limit is 120% of median income) to make repairs or improvements to their home. Interest rate is 2.9%. Administers home-buyer education and other housing programs

Administers the federal section 8 Housing Choice voucher program an income based program with assistance for the disabled, elderly, and working poor. Program has a waiting list and does not have emergency assistance, process includes filling out an application to be on the waiting list. As vouchers become available, applications are processed for eligibility certification. If a family is determined eligible, they will receive a Housing Choice Voucher to be used in existing rental housing that is not subsidized through another program. Note, the properties on the list are not affiliated with Sioux Falls Housing, and SFH is not responsible for the keeping the information current. Sioux Falls Housing does not help people find housing, they just provide the list. As of September, 2025, Sioux Falls Housing and Redevelopment Commission has closed the mod-rehab waitlist, the housing choice voucher waitlist and the Hopwa waiting list.
