The City Health Department handles a wide variety of issues. The Environmental Health Division consists of programs that regulate tattoo parlors, lodging, campground, Project NICE, food protection programs, child care registration program, noise permits, and nuisance complaints. The Public Health Laboratory provides testing services such as environmental microbiology, water testing for private wells/swimming pools, and clinical testing.

Provides a broad mix of development services including: Building Services Division - Plans examination and building code enforcement, building permitting and inspections, air quality permitting and provides staff support for Building Code Board of Appeals and Air Quality Board. Current Planning - Plans examination and zoning ordinance enforcement, reviews and processes land use applications, prepares zoning code ordinances and municipal code amendments, reviews and processes platting applications to subdivide property and provides staff support for the Planning Commission. Long Range Planning - Performs comprehensive master planning including areas of transportation and neighborhoods. Also offers residential and non-residential growth analysis and projections, land use plan amendments and staff support for the Metropolitan Planning Organization and committees. Code Enforcement Division - Includes responding to complaints registered by citizens, Mayor, City Council, or other city officials, initiating enforcement action on violations observed by enforcement officers where no complaints have been filed, administering the processes of noticing and abatement of violations, and assists in the enforcement of the requirements of the Sign Code. Parking Enforcement Division enforces parking regulations, monitors parking that is metered, permitted and/or time restricted, maintains several city owned parking lots and the downtown parking structure, educates the public on the city's parking ordinances and rrovides support services to the Parking Advisory Board. Planning Projects Division coordinates planning projects and other studies surrounding growth, development and redevelopment of Rapid City, facilitates the creation and implementation of ordinances, policies and procedures, oversees historic preservation, reviews development applications and conducts annexation studies and offers staff support for the Historic Preservation Commission, Historic Sign Review, grant management and a community education program. Serves as an advocate for continued development in downtown Rapid City

The Division of Economic Assistance provides assistance to low income families who need help with child care costs while parents work or attend school, oversight, technical assistance, and support in promoting safe, healthy and caring environments for children through licensing, registration and quality improvement activities. Child Care Assistance applications are processed in Pierre, but can be dropped off at any DSS local office where they will be mailed to the Pierre office.
