Upon Commission approval, checks are printed and released the following Thursday. ​Payroll maintenance, reports, and records are prepared and retained through the Finance Department. ​Data Processing computerizes many operations including utility billing, accounts payable, payroll, financial reporting, inventory, fixed asset tracking and all accounting records, maintaining the latest in technology while assisting other departments with computer hardware/software problems. ​Records Management collects, organizes and maintains all official City records such as Commission and board meeting minutes, resolutions, ordinances, grants, and bond documents. ​Financial Management reporting of budgeted and actual receipts and expenses recorded and tracked with various reports generated for the City Commission and departments. Fund investing, establishing reserve funds, and repaying municipal bonds, are required by South Dakota Codified Law and are also an aspect of financial management.

Consists of several departments: The Sewer Department conducts studies to determine sewer rates, maintains the City's sewer system, and keeps a list of companies that are licensed to clean residential sewers within the City. The Street Department manages snow removal and maintains the City's street system. The Water Department establishes water rates, conducts water studies to determine rates and water quality, enforces water conservation policies, and provides information about stormwater.

Plumbing Rebates: - Toilet rebate for the purchase and installation of replacement of an existing inefficient toilet manufactured prior to 1992: Single-family residence rebate up to $75.00 Multiple family residences rebate up to $50.00 Irrigation timer rebate up to $80.00 toward the purchase. Rain sensor rebate up to $50.00 to purchase and install a rain sensor for underground irrigation systems that were installed prior to May 12, 2005 Water Conservation Devices: The City can provide conservation shower heads, toilet leak detection tablets, moisture meters, and garden hose attachments at no charge. The additional devices provide customers participating in the retrofit program even greater water savings.

The Public Works Department is responsible for maintenance of streets and parks, maintenance and operation of the water and wastewater utilities, and operation of the City rubble site. Street Department: Responsible for 35 miles of City streets and alleyways. Also performs street sign maintenance, street crosswalk marking, clean-up after storms, and many other tasks that require immediate attention. Parks Department: Maintains 220 acres of green space within the City including baseball and softball fields. Water Department: Operates two elevated water towers as part of it's water distribution system. Wastewater Department: Utilizes a Sequence Batch Reactor system for wastewater treatment. The wastewater collection system utilizes six lift stations to move wastewater to the gravity flow sewer mains and to the lagoons for treatment.
