iCanConnectSD is a program established by the Federal Communications Commission (FCC) to distribute a wide array of assistive technology to people who are deaf-blind and require special equipment to make a phone call, send an email or access the Internet. Working in conjunction with the FCC, Perkins and Helen Keller National Center for Deaf-Blind Youth and Adults (HKNC), the Department of Human Services will connect people in South Dakota who are deaf-blind with the proper equipment and training on how to utilize it. iCanConnectSD provides a wide range of specialized and off-the-shelf hardware, software and applications. The program also provides one-on-one training to help people use the equipment to its fullest.

Services that are available if eligible Vocational counseling and evaluation, Job placement, Training in specialized skills of blindness (cane, travel, braille, daily living), Job development, On-the-job training, Job follow-up, Assistive technology services, Job retention, Funding for post-secondary training or eye surgery (If economic need is met), and Low Vision services (includes a visual examination conducted by a trained specialist in the field of low vision, assessment of visual functioning of individual needs and goals, prescriptions for specialized low vision devices, and individualized training).

Trained staff provide personalized instruction designed to support safety, self-reliance, and meaningful participation in daily life. Services include: Computer Training: Instruction in using computers with assistive technology, such as screen readers, magnification, and Braille displays, to improve digital skills and access to information. Orientation and Mobility: Training in safe and effective travel skills, including techniques for navigating environments with or without a white cane. Communication Skills: Lessons in Braille and other communication methods to support reading, writing, and information access. Home Management: Teaching essential daily living skills such as cooking, cleaning, laundry, and organizing household tasks. Manual/Creative Arts: Hands-on instruction in the safe use of hand and power tools to build practical skills and self-confidence. Low Vision Services: Access to low-vision evaluations and adaptive devices that support reading, writing, and daily tasks.

To use this service, must have a TTY/TDD or Voice Carry Over (VCO) phone or be contacting a person who uses one. Once you call, the communication assistance will ask for the number to dial.
