Services include: Face-to-face and online early childhood education on issues such as child development, age appropriate activities, effective guidance, program management, and CPR/First Aid certification. Resource lending libraries with information on social emotional observations, recommendations and guidance for children using difficult behaviors. Host site for the South Dakota Child Safety Seat Program Coordinates the Starting Strong Preschool scholarship program, the Responsive Parenting class, Child Development Associate credentialing and other programs.

EmBe aquatics programs teach people of all ages how to be safe in and on the water, including the skills of swimming. A county wide service owned and operated by the City of Flandreau. It offers Emergency Medical Services provides a 24-hour Advanced Life Support Ambulance for all City of Flandreau residents and visitors to the City. Provides stand-by services for fires, athletic events, and other community functions. The ambulance team can also provide CPR/First Aid Training, car seat checks, and other community education.
