Provides the following financial assistance: Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance. Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.

Provides financial assistance in the following forms: TotalAssist: Offering financial assistance for a broad range of diseases to chronic and complex illnesses and helps patients pay for eligible out-of-pocket healthcare costs, including medication copays, coinsurance and deductibles, health insurance premiums, office visit charges the day of treatment, and administration charges related to treatment. Financial Aid Funds: Provides small grants for expenses outside medical costs to patients who meet financial and medical criteria. Scholarship Funds: Provides academic scholarships for post-secondary school to young adults who have experienced the impact of a chronic illness or life-threatening disease.

Provides dental exams, x-rays, cleanings, fluoride treatments, sealants, restorative (such as fillings and extractions), preventive dental work, oral hygiene instructions, night guards, and bleaching.

If an Avera patient is having problems paying their medical bill, they can contact the business office at their Avera hospital or clinic. Business office or billing staff can discuss payment options that may be available such as extended payments, government programs, or charity care/patient assistance considerations. ​For those who do not qualify for government programs, Avera's Charity Care and Patient Assistance Programs allows patients to get care at no obligation or discounted obligation, based on income and family size. These programs are available once all other third-party resources (including local assistance programs) are exhausted. To help determine if someone qualifies for Avera's Charity Care and Patient Assistance Programs, Avera: uses income guidelines issued by the U.S. Department of Health and Human Services, considers all financial assets and liabilities, and requires patients to provide certain personal and financial information, including W-2 forms, bank statements, tax returns and pay stubs.

Delta Dental's mobile truck provides quality care to children from first tooth through age 21 who can't afford or access a dentist. Service is provided at no cost to the family, and no insurance is necessary. The Mobile truck is scheduled to visit Flandreau, SD June 8 - 12, 2026 and Madison, SD August 10 - 14, 2026.

Some sites provide Department of Transportation physicals. Nurse triage available for after-hours calls. Situation will be assessed by a registered nurse with further guidance provided. Also provides transportation assistance, dental care, medical care (hospitalization) and Medications. Minnehaha County residents can also receive assistance with Shelter, Gasoline or bus ticket for transients/nonresidents stranded here and needing to get home. Out of town travel assistance is not offered to MC residents. Identification and or birth certificate (if needed for the purposes of obtaining employment/housing). The majority of assistance provided is in the form of a no-interest loan for which a lien is created. The client does not receive any bill from County but is expected to repay the debt, starting in a time frame created by the caseworker. Applicants can choose to walk-in to the office or receive a phone call to complete an interview. Those applying for transportation, medications or ID/BC assistance should come into the office to apply.

Provides prenatal care and delivery care to families who do not have insurance or Medicaid coverage for their pregnancy. The program is income based.

After business hours, The Salvation Army of Brookings County works with the Brookings County Sheriff or City Police to help individuals and families in the case of an emergency/immediate need.
