Sioux Falls has three skate parks: Drake Springs Skate Park, Kuehn Park, and Barb Iverson Skate Plaza. Only skateboards, inline skates, and BMX bikes allowed. No other wheeled devices of any kind are allowed within the skate park. Availability of skate parks in the future may be dependent on patrons' compliance with the following: Skate at your own risk as parks are not supervised and users assume all risks inherent in the use of these facilities. Use of these facilities may result in serious injury or death. It is strongly recommended that users wear an approved helmet, knee and elbow pads, and wrist guards. Food and drink are not allowed inside the rink or skate park areas. Glass, alcohol, and smoking are prohibited. No stickers, loud music, inappropriate language/actions, or reckless behavior allowed.

The Harrisburg Community Garden is a cooperative effort involving the South Dakota Cooperative Extension Service, Harrisburg Park Board, City of Harrisburg, and a dedicated group of volunteers. Gardeners are responsible for planting, maintenance (including weeds and garden paths), harvesting, and end of season clean up. Applications for garden plots will be available starting March 2nd through May 1st of each year.

City Administrator - is the funnel for information between the City Council, City Staff, and State and Federal agencies. The City Administrator assists in the preparation of the annual City budget, recommends policy directions to the City Council, oversees long range planning, directing the activities of city departments and carries out all other duties as prescribed. Finance Office is responsible for managing the fiscal affairs of the City. This includes monitoring accounting services, cash and asset management, payroll, financial reporting and utility billing. City utilities include water, sewer and garbage collection services. Public Works department oversees the maintenance of the streets, alleys, storm sewer, water and sewer systems, rubble site and airport. Planning & Zoning Committee is responsible for preparing and maintaining the City's Comprehensive Plan, administering and enforcing zoning and subdivision regulations, enforcing building codes, and carrying out ordinances for permits and inspection. Building Committee which is comprised of three council members is designated as the building inspector for the City. Together, they review permits and make recommendation to the Planning and Zoning Commission. Parks and Recreation include a swimming pool that is open during the summer months. Area parks are maintained by local organizations.

Made up of 5 divisions that collectively maintain the City infrastructure, parks, and vehicles: The Street Division maintains paved and gravel roads, curbs, gutters, sidewalks, and stormwater systems, sign and signal infrastructure, and snow plowing schedules and maps. Also patches potholes, blades gravel roads, and mows along rural road sections. The Parks Division provides maintenance and improvement for the nine City parks. The Water Division operates the City's water wells and maintains the water distribution system. Ensures the supply of quality drinking water meets or surpasses state and federal guidelines. Community Friendship Gardens Garden plots are available for a $34.00 fee, please call for an application and information. Garden Guidelines and Rules: All plots and surrounding areas must be kept free of weeds, trash, and litter. Plots need to be cleaned up by October 15 of each year so that tilling can be done for the following year. Don't forget to harvest all of your crops. Any fencing must be removed at the end of the season before the City does their tilling. Forestry Tree branches are to be trimmed and cut to a minimum height of thirteen and one-half (13½) feet above the street or alley level to allow ample space for the movement of city maintenance and garbage disposal equipment. All existing hedges and shrubs on the boulevard or parking strips shall be trimmed to a height of thirty inches as measured from the gutter level of the street. Trees shall be planted at a distance (30 feet) apart as determined by the Parks and Recreation Board considering the ultimate size of the variety of tree involved. Please call for a free planting permit and staking the location for boulevard trees. A free tree removal permit is issued by this office if you wish to remove trees or stumps that are located on the boulevard or in an alley area.
