Provides shelter, case management, life skills, and education services to young people ages 16 to 21, who are preparing for independent living. The program provides young people with a safe, supportive environment while they learn the skills necessary to succeed on their own. The VOA Axis180 offers safe, affordable shelter, life skills education and training, interpersonal skill building, education completion, job preparation skills, mental and physical health care, and case management. 2-bedroom units available for youth who are parenting. ​The goal of the VOA Axis180 is to assist homeless young people in making a successful transition to self sufficiency, prevent long-term dependency on the social services system, and provide an option for older youth who need assistance in transitioning into adulthood.

Health Connect of South Dakota: Strives to provide all South Dakotans access to qualitative, authenticated, independent sources of health information. Provides South Dakotans with free up-to-date health information on a variety of medical and safety issues. As needed, information and referrals to other organizations who may have additional pertinent information is available along with information on support groups and national agencies. Manages the Sioux Empire Coalition and the Sioux Empire Coalition for Youth and Young Adults and provides facilitation for various evidence based health programs. Students learn about our democracy through hands-on, action-oriented, classroom lessons with community and family involvement. Chiesman Democracy Conference: ​An annual conference regarding the state of democracy in South Dakota with panels of scholars, practitioners, and politicians studying democracy and South Dakota civic life.

Provides personalized selections delivered to the patron in their residence. There is no cost for this service. Delivery is limited to residents who live within Rapid City Area School District inside Pennington County. ​Other services include test proctoring, no-cost notary services, faxing, reference assistance, local history resources, and dial-a-story.
