Open swim at aquatic facilities is 1-5 p.m. and 6:30-8 p.m. daily. Children 6 years old and younger must be supervised by someone at least 16. The ratio of children 6 and younger must not exceed five per adult. Spray parks are open 1 a.m. to 8 p.m. Swim passes are available to buy or renew. Swim passes may be used at any of the following aquatic facilities when open: Drake Springs Family Aquatic Center, daily admission or swim pass Frank Olson Pool, daily admission or swim pass Hayward Park Splash Pad, free Kuehn Park Pool, daily admission or swim pass Laurel Oak Family Aquatic Center, daily admission or swim pass Midco® Aquatic Center, daily admission or swim pass McKennan Park Wading Pool, free Pioneer Spray Park, free Terrace Park Family Aquatic Center, daily admission or swim pass There are programming and events happening at each pool during the summer, find dates and locations at Siouxfalls.gov/guide. Swimming lessons are available indoor year-round at the Midco Aquatic Center. Outdoor lessons are available during the summer at various outdoor pool locations. Registration is online. Courses are divided into six levels, starting with Level 1 for children aged 5 and older who are comfortable standing in three feet of water without support. Please note that successful demonstration of skills from the preceding level is a prerequisite for all levels except Level 1.

Sioux Falls Parks and Recreation maintains and operates more than 3,400 acres of parkland, made up of: Aquatic facilities: The Midco Aquatic Center, five outdoor facilities, one wading pool and two spray parks. These facilities offer swimming lessons, water fitness, and other fun recreational pool events. In 2025, Parks and Recreation will add a new facility with a 25-yard saline-based pool and warm water pool and other recreation space at Tea-Ellis. More than 80 parks and more than 36 miles of connected, paved trail for running, walking, biking through Sioux Falls. There are also numerous hiking and walking trails located in parks. Falls Park: The City's namesake is an international location. Every winter it's lit up with thousands of lights for Winter Wonderland. In 2025, the Park will add Jacobson Plaza and Lloyd Landing in the south end of the park. Various Parks amenities including archery, baseball fields, outdoor basketball courts, disc golf courses, football fields, golf courses, ice ricks, hockey rinks, lacrosse fields, tennis and pickle ball courts, mini-pitches, shelters, pickle ball courts, rugby pitch, soccer fields, softball fields, tennis courts, skate parks, indoor and outdoor volleyball courts, a winter recreation area, and off-leash dog parks, reservable band shells, and reservable picnic shelters, the Battleship Memorial.​ The forestry team nurtures more than 54,000 trees in the City's urban forest. Recreation Division oversees athletic facilities and special events and provides more than 900 program experiences every year like music, theater, tours, sport leagues, playground programming, outdoor programming, programs for toddlers to seniors. Oversight of third-party attractions on park land including: Great Bear Recreation Park, Levitt at the Falls, Sioux Falls Zoo & Aquarium, Mary Jo Wegner Arboretum, Prairie Green, Kuehn, and Elmwood golf courses, Falls Park Visitors Center and Overlook Café.

Responds to a wide variety of calls for service such as fire suppression resources, advanced life support transport services, a technical rescue team, a hazardous materials team, aircraft rescue and firefighting response and other services. These services are dispatched from 8 strategically located stations throughout the community.
Programs of the police department include ​Crime Stoppers: a non-profit organization of concerned citizens that provides the public with an anonymous means to relay information concerning criminal activity to law enforcement. Cash rewards are paid for tips that result in the arrest or indictment of those responsible. ​DARE: presented in the Yankton elementary schools. ​Pet Licensing: annual required licensing of dogs and cats. ​Animal Control, ​Citizens Academy, ​Medication Disposal: shares year-round prescription drug take-back site with Yankton County Sheriff's Office; and the ​Sex Offender Registry.

Promotes responsible pet ownership and animal protection through active enforcement of ordinances such as leash laws, mandatory licensing/vaccination of pets, impoundment of strays, etc. Services include animal bite investigations, rabies control activities, other zoonotic disease situations and problems, prevention and control of wildlife damage, wildlife disease and nuisance concerns, Animal Control does not handle pest control such as bees, wasps, etc., and emergency services are provided 24 hour a day / 365 days a year. All animals picked up within the city are housed at the Humane Society.

The purpose of the Colman Branch Library is to select, make available and maintain resources, in a variety of formats, meeting the educational, informational and recreational needs of our community. ​The City of Yankton curbside collection provides residential solid waste and recycling pick-up. Christmas Trees: Christmas tree drop-off point for Yankton residents at the parking lot west of the Riverside Park baseball stadium. Christmas trees can also be taken to the Yankton Transfer Station during regular business hours. The Christmas tree drop-off point and the Transfer Station will start accepting trees beginning after December 26. A one-time residential, front curb, pick-up date will be determined in December. City Wide Cleanup: Spring cleaning opportunity, front curb pickup, for residents on the city garbage routes for tree branches, wood products, metal items, and concrete. The Ryan White Part C program helps HIV positive people who live in Eastern SD to access primary health care. All patients who apply for the Part C Program will have access to case management services. The case managers help people with HIV/AIDS find services they need such as medical care, health insurance assistance, assistance with paying for medications, financial help, food/nutrition assistance, housing, referral to substance use treatment programs and/or mental health services, transportation, and other types of services. The Part C Program is a payer of last resort. Patients that are eligible for compensation through other programs, such as Medicare, Medicaid, or private health insurance, must first access assistance through those programs. Funds are available to assist with primary care, lab testing, emergency prescriptions, outpatient mental health therapy, outpatient substance abuse treatment, dental care, transportation, outpatient nutritional services, and medical and non-medical case management. Other services include nurse case management, social work case management services, and HIV testing.
