The Commission Office provides administrative support to five elected, part-time County Commissioners. Regular Commission meetings are held the first, third and fourth Tuesday morning of the month at 9:00am in the Commission Meeting Room. Commissioners are empowered to super-intend the fiscal concerns of the County and to make orders respecting the care and preservation of all property belonging to the County. Accordingly, Commissioners conduct long-range planning, approve budgets, adopt Resolutions and Ordinances, enact policies and procedures, and further administer the various appointed County departments. Economic assistance is for current amounts only. No payment for deposits of any kind. All other resources must have been exhausted first. Assistance does require payback and county lien is filed until paid in full. Planning & Zoning services include: - Takes applications for building permits, administers the County zoning ordinances and makes recommendations to the Commission for granting or denying the permits. Assist with educational programs, Investigate complaints and zoning violation, Modify county ordinances, Prepare annual department budget and public meeting agendas, Property rezoning and platting, Review concentrated animal feeding operations, and Site plan reviews. Update County Commission and Planning and Zoning Commission on current activities, trends, changes in law, and policies. -

Geographic Information Systems (GIS): creates addresses for the county, creates and maintains all GIS layers, maps for the county, and the Beacon website, creates and updates parcel data, creates soil reports, maintains 911 layer and Master Street Address Guide (MSAG), research and analyze data using reports and maps, updates customer records and addresses for the city and utility companies. Buildings and grounds maintenance: county buildings and grounds projects, maintenance, and staffing. Veterans Services: advocacy for veterans and their families when applying for benefits.

Offers services to eligible voters. Registration of new voters, updates to existing voters and verification of voter data. Administers elections on behalf of the county. Point of contact for the county commission, serving as their clerk during meetings and in compiling data for their use. Arranges the agenda and appointments. Administers the county level indigent care for those who can not afford treatment. Specific criteria is in statute for what is eligible and ineligible. Manages the mental health budget for when people receive treatment but can not afford to do so on their own. Programming is contracted with Community Counseling Services of Huron.

Keeper of county records and acts as a bookkeeper for county business. In charge of each county office budget, payroll and employee benefits, fixed assets records, insurances, and monthly and annual financial reports. Calculates the tax levies for all taxing entities, computes tax bills in the county and apportions the taxes collected by the treasurer. - Election supervisor for the county Election duties include voter registration, securing polling places, hiring and training election workers, ballot preparation, setting up ballot marking devices and ballot scanners, counting and canvassing of ballots and reporting election results.

Brown County has a board of 5 Commissioners who are elected to staggered terms of 4 years. They are responsible for the oversight of every service that Brown County provides. County Commissioners are responsible for the care and preservation or sale of all county property; the audit of accounts of all officers having the care, management, collection or disbursement of any money belonging to the county; levying taxes; construction and repair of bridges; to open, lay out, vacate and change highways; to purchase or acquire grounds for courthouse, jail or other building sites; to establish election precincts in the county and appoint the judges of elections; and as a board of equalization, to equalize the assessment roll of the county in the manner provided by law; to furnish necessary equipment and supplies for county offices; to superintend the fiscal concerns of the county and secure their management in the best possible manner; to regulate the transaction of business in alcoholic beverages; to make ordinances prohibiting the sale or exhibition of any obscene matter; and for zoning, solid waste and water management along with a host of other issues that arise affecting Brown County. The Commission holds regular meetings every Tuesday.
