The City of Brookings operates with the council-manager form of government. This government combines the strong political leadership of elected officials, in the form of the city council, with the professional experience of an appointed city manager. Under this government, the mayor and council are responsible for making policy decisions for the community.

Vermillion's governing body is made up of 9 members: 8 City Council members are elected from 4 wards, with 2 members representing each ward. Mayor is elected at-large and presides over City Council meetings City Council meetings are held at 6:00pm, on the 1st and 3rd Monday of each month in the City Council Chambers. Citizens have two opportunities to address the Council during council meetings.
