The primary purpose of the Aberdeen Public Library is to provide resources and services in a variety of media to meet the needs of individuals and groups for education, information, and personal development including recreation and leisure. Services and programming including books, audiobooks, eBooks, book clubs, DVDs, CDs, Magazines, area newspapers, homebound delivery of library materials within the city limits, free literacy and STEAM programs for children ages 0-18 (birth through teens), adult literacy programming, educational and multi-cultural programs, online card catalog and research databases, genealogy research and databases, free test proctoring, free Wi-Fi and internet access, free computer access, technology classes, one-on-one technology help by appointment, community rooms, and curbside pickup.

Use computers or Wi-Fi, or print from home using the mobile printing app, and pick up prints in the library or at the drive-thru window. Get help with mobile devices - iPads, Kindles, smart phones, etc. Use the library's makerspace to laser engrave, print custom stickers, poster, banners, 3D printing, and more. Enhance job skills or get homework help using the library's online learning resources. Participate in library events for all ages. Get library services at the library's bookmobile throughout the community. The Home Delivery Program helps those in the community gain access to library materials. Provides personalized selections delivered to the patron in their residence. There is no cost for this service. Delivery is limited to residents who live within Rapid City Area School District inside Pennington County. ​Other services include test proctoring, no-cost notary services, faxing, reference assistance, local history resources, and dial-a-story. Located on the East side of the Harrisburg Liberty Elementary School building. All residents of the City of Harrisburg can get a library card by showing proof of residency. Digital library cards are also available for anyone interested in checking out e-books from the digital library.

In addition to books and DVD movies for all ages, the library offers downloadable eBooks and audiobooks, story times, summer reading programs, a genealogy group, a book discussion group, access to multiple online databases, art exhibits, classes, and guest speakers. A self-serve satellite branch is located within the Summerset City Hall. Items may be borrowed and returned at either location.
