City Hall houses the following city departments: city council, city administrator, building permits, city finance officer, city utilities (electric, water, sewer, and garbage collection), planning and zoning, parks and recreation, Volga Community Center and Auditorium reservations, community calendar, and text and email alerts for city council meetings and emergencies.

The Chamber plays a role in helping make the community a better place to live. The Finance Office is responsible for managing fiscal affairs of the city. Responsibilities vary but generally includes budget development and monitoring, accounting services, cash and asset management, payroll, contract administration, grants management, and financial reporting. This office also handles election information, voter registration, and licenses for businesses, bus/taxi, contactor, and special event vendors. The Helpline Center has many events including trainings, speakers, support groups, and fundraisers. Annual events include the Step Forward to Prevent Suicide, Helpline Center Open Golf Tournament and Auction, and the Spirit of Volunteerism Recognition.

Promotes and attracts visitors to Rapid City, South Dakota by means of conventions, meetings, athletic events, and leisure events. The Vermillion Area Chamber & Development Company (VCDC) functions as a Chamber of Commerce, office of Economic Development, and Visitor/Tourism Bureau for Vermillion and the surrounding area. It operates in direct partnership with several other agencies, including the City of Vermillion, University of South Dakota, and the nonprofit Missouri Valley Growth, to better grow the economic prosperity of the area and create a positive environment in which to do business. Services include business counseling, member marketing, referrals, networking opportunities, ribbon cuttings, groundbreakings, and much more. The VCDC publishes a semi-annual newsletter informing community of business trends, area news, and new chamber members. Serves as point of contact for the city officials including Mayor, council members, finance officer, utilities superintendent, building inspector, and city attorney (the city attorney cannot represent private parties or give them legal advice).

The Sioux Falls Arts Council facilitates the arts and engages the community to discover the value the of the arts in day-to-day living by helping residents and visitors find, enjoy and participate in the artistic and cultural events available in the community. Ensures downtown is a place for everyone, every day. Leads the downtown community by championing diverse experiences, economic growth, and a healthy environment.

Improves community life and the lives of individuals by providing positive experiences and learning opportunities. Community Education offers a variety of classes including on-line classes, music, language, computer, physical and emotional health and fitness, home property, hobby, travel, and personal enrichment for adults and youth. Gold Card events are offered during the school year for ages 60+ in this district. Summer camp information is listed in the Community Education Spring Catalog and on Facebook. Driver education classes are offered at each high school for high school age students in the Spring, Summer and Fall.
