Collaborative effort covering all of South Dakota; a network that exchanges ideas, best practices, and approaches to end homelessness. The Consortium serves as a Continuum of Care as designated by the Department of Housing and Urban Development (HUD). Much of the Consortiums business is in the management of HUD funded homeless assistance grants.
Meetings are open to any individual or organization committed to addressing the issues surrounding homelessness; new members are welcome.

To address the needs of the homeless and work toward the prevention of homelessness in the Black Hills Region and the state of South Dakota, by bringing in representatives from local nonprofit agencies to implement the following:
- Implement the annual HUD Point in Time Count every January for the Black Hills region and Western South Dakota
- Identify service gaps within Pennington County (i.e. affordable housing, transportation, affordable healthcare, assistance with application fees, and deposit funds for homeless individuals)
