It is not a direct application for assistance; rather trained assessors gather information from households to assess needs and barriers to housing. Referrals are sent to providers in communities where vacancies are available. Households can access CES through a physical access point or calling toll free 1-800-664-1349 if a physical access point is not available in their local community.

Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown location is also able to provide car seats for all ages when the purchase of a car seat is financial hardship.

The County Highway Superintendents are in charge of constructing, maintaining and repairing all of South Dakota's 24,000 miles of county roads and 3,500 bridges. Highway Superintendents, in many cases, also maintain the township roads in their county. In each county, the Highway Superintendent is charged with the direction and supervision of work and keeps record of costs. The Superintendent must approve all bills associated with county road maintenance before payment. Payment for work on county road systems is made from the county road and bridge fund. In Custer County, 400 miles of county road are gravel and 8 miles are hard surface. Any county resident may request services on county roads as well as any driver who has concerns regarding the condition of the roadways.
