Coordinates all agencies within the jurisdiction to include public, private, and non-governmental organizations to ensure the protection of life and property in the event of threatened or actual natural disasters, terrorism, technological, and man-made events. Responsibilities include developing and maintaining the county plan for reacting to emergencies. During an actual emergency, the director coordinates the action and trains other agencies to respond to emergencies. County emergency managers can make contact with volunteer fire departments in their county when necessary. This is not an emergency first response organization. Provides the following financial assistance: Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance. Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.

Provides resources to help those experiencing a housing crisis and/or homelessness through Emergency Solutions Grants (ESG). These grants assist people to quickly regain stability in permanent housing. Funding for individuals requesting assistance will be based on priority and availability of ESG program funds. ESG funds are designated to serve individuals/families that are at risk of becoming homeless who are currently homeless. Types of assistance include housing relocation and stabilization services, financial assistance, and short and medium term rental assistance which includes rental application fee assistance, security deposit assistance, pro-rated first month's rent, rental assistance up to 24 months, and past due rent and utilities assistance.

Active Generations Meal Program is sponsored in part by the National Senior Nutrition Project. Funding for Senior Meals is a joint effort between federal and state governments, community support and participant donations. National Senior Nutrition Project provides persons age 60 and over, their spouse, and/or dependent adult living with them a nutritious meal in a social (congregate) and home delivered setting. Menus meet 1/3 of the Dietary Reference Intakes (DRI's) for the population served and low in fat and sodium. Carbohydrate-counted menus are available as well as textured modified servings.

Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance. ​Medicaid: Health care coverage for people who qualify. To be eligible for Medicaid, individuals must fall into a coverage group and meet certain financial and non-financial eligibility criteria. Provides help for older adults and people with disabilities.

Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown location is also able to provide car seats for all ages when the purchase of a car seat is financial hardship.

No payment for deposits of any kind. Rent, Utility assistance for current bills may be available for water, lights, and heating, and Medical, hospitalization, and burial assistance requires pre-approval if not for emergency services. All other resources must have been exhausted first. Assistance does require payback and county lien is filed until paid in full.

Offering a clothing assistance program for citizens returning to the community from prison. Men and women who are within one month of being released from prison may receive three sets of clothing, including shirts, pants, underwear, socks, shoes/work boots, sweatshirt, and more. Prison Transition Backpacks that are full of helpful re-entry resources will be given to each person transitioning out of prison.
