Auditor and Welfare Office | Meade County

The Auditor's Office is responsible for auditing all accounts and maintaining all financial records in and for Meade County. This includes preparing the annual budget, establishing levies and apportioning of all tax collections. Monthly audits of all cash and cash items in the hands of the County Treasurer and a verification of bank account balances are performed. Annual Financial Reports are prepared indicating the receipts and expenditures, liabilities and equity, and assets of the County. The Auditor is the clerk for the Board of County Commissioners and keeps an accurate record of their official proceedings including the Board of Equalization hearings. The Auditor preserves all documents, books, and records as required by law. Notary Public services available. Some fees may apply. The Auditor performs all the duties required by law relative to all County, State and Federal elections held in the County. The Auditor also maintains all records of voter registration and election history. As a last resort (meaning citizens have exhausted all other options), the Auditor's office might be able to provide assistance emergency rental payment situations.

Auditor and Welfare Office | Brown County

Responsible to keep, audit and maintain all accounting records for Brown County as set forth in the accounting manual prescribed by the Auditor-General. This includes the following: Auditing claims & preparing the warrants for all disbursements, processing payroll, preparing the annual budget, establishing tax levies for all taxing entities, apportions the taxes collected by the County Treasurer, verification of bank account balances, prepare the annual financial reports, and keeping an inventory of county property. Serves as the clerk of the County Commission and records and preserves the records of the Commission proceedings including the Board of Equalization hearings. The Auditor is also responsible for preparing the agenda for the Commission meetings and for publishing the legal notices for the Commission including but not limited to meeting minutes, public hearing notices for Bids; Alcohol & Malt Beverage License applications; Ordinances; Lottery Permits and Tax Deed Sales. At the close of the month lists all cash and cash items held by the County Treasurer and verify the balances in the depositories and report this to the Board of Commissioners. Performs all duties required by law relative to all County, State, and Federal elections held in Brown County. The County Auditor is the Election Supervisor for the County which entails the following duties: Voter Registrations, Securing Polling Places, Appointing and training of Election Poll Workers, Ballot Preparation, Counting of Ballots, Reporting Election Results, Preparing an Official Canvass of the Election, and maintain all Voter Registrations and Election History Records. Offers the following emergency assistance as a very last resort (individuals must utilize all other local organizations before reaching out to Welfare): Economic Assistance - Rent/Utility shut offs (disconnects) County does not help with deposits, of any kind, reconnect fees or previous/past bills. One-time assistance allowed in a 12 month period for economic assistance. Assistance must be repaid, and failure to repay disqualifies from further assistance. Medical Assistance is only for emergency hospitalizations for which the hospital provided the County a notice of hospitalization. Any other hospital or medical bills must be approved before the procedure is undertaken. Failure to sign up for health care insurance if that option is available and affordable will disqualify someone from assistance. No assistance with prescriptions, medical equipment or therapy(s). Burial All assistance received becomes a poor relief lien and is to be paid back to the county.

Welfare | Lake County

Must be a resident of Lake County to qualify for assistance. Must fill out application in Welfare Office. Assistance is NOT immediate and must be approved by the County Commissioners at their next scheduled meeting after the application process. Poor relief assistance is the last resort. Must seek assistance from all other agencies and/or groups before applying. One-time assistance only in a 12-month period. Utilities: Must provide a notice of termination from the company/supplier. Available in limited amounts. Applicants must apply for Energy Assistance through the Office of Energy Assistance in Pierre, SD before we may assist. Maximum assistance of $420. Will not pay deposits, late fees or reconnect fees. Rent: Must provide an eviction notice. Housing assistance is available in limited amounts and is paid per scale of household members at a maximum of $500. Will not pay deposits, late fees, rent to immediate family members or rent for residents in subsidized housing. If resident must apply for SD Rental Assistance programs and/or low-income housing before the county may assist. Medical Bills: The hospital services received must constitute emergency, medically necessary services. The hospital and/or patient must demonstrate to the county that it has exhausted all avenues of payment, including the hospital accepting reasonable monthly payments from the patient. No assistance is available for one that has health care insurance. Non-emergency Services - the county does not cover this type of medical assistance. Such as non-emergency hospital/physician/specialist office visits and/or hospital services, medical equipment, medications, health insurance premiums, home health services, dental or eye care and childbirth. Any assistance approved creates a lien against the borrower/applicant and must be paid back to Lake County, SD.

Responsible for Commissioners proceedings, agendas, and records, Accounting records, revenue, and expense reports, Voter registration and elections, Business licenses for beer and liquor, Figures of taxes for real estate and mobile homes, County bid letting (business proposals), Managing employee drug and alcohol testing programs, and Paying county bills. Butte County Auditor is considered the county welfare office and assists with indigent county burials, involuntary mental committals, utility payment assistance, and medical indigent claims. As a last resort/dire situation, sometimes this office is able to help with rent. For assistance, an application is required to be filled out in its entirety and there is a repayment plan. Each case is diligently researched to make certain any and all options may have been exhausted first.

This office is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County. Also deals with Voter Registration and Absentee Voting. The Auditor's Office also handles requests for one-time economic assistance that may include Rent, Utility for current bills, May be available for water, lights, heating, Medical, hospitalization, and burial assistance requires pre-approval if not for emergency services. All other resources must have been exhausted first. Assistance does require payback and county lien is filed until paid in full.

Community Services | Codington County

Strives to help county residents facing a possible financial crisis resolve the issue and prevent future financial problems first through Case Management, especially for people who are homeless or at risk to be homeless. Services include assessing the situation and making a plan to address the issues, connecting families and individuals to community resources, and following up with individuals to provide support. Provides limited financial assistance as a last resort for those considered indigent and are residents of Codington County. The office may be able to help with homelessness, eviction prevention, utility disconnects, burials (must be referred by the funeral home), and emergency medical costs. CCCS is leading new initiatives which include support for individuals in the justice system such as adult diversion, pretrial services and re-entry support, and a Post Overdose Response Team.

Welfare Office | Davison County

Provides the following financial assistance: Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance. Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.
