This is a tenant-based voucher program for persons or families who are homeless and have struggled with chronic homelessness and suffer from severe and persistent mental health issues. It allows qualified individuals/families to receive rental assistance in the unit of their choice as long as it meets HUD's Housing Quality Standards. The assistance travels with the tenant and can be transferred anywhere within the city limits of Sioux Falls. The client must agree to participate in case management.

Does not offer emergency housing assistance. Families pre-apply and are placed on the waiting list. As opening become available families are contacted. Families are given a voucher to rent with in the community or rent an apartment or home from HRCP. Yearly qualifications are required from the tenant to maintain tenancy. The rent payment assistance has a waiting list and is not an emergency rent payment assistance option.

The Voucher Program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes and apartments. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.

DOES NOT provide one-time or immediate rental assistance This office has a list of low income rental units in the area; these units would be available (if they have openings) to individuals and families that aren't currently on Section 8. Stop by during regular business hours to pick one up. If there are no printed lists in the lobby, please call and tell the office so they are able to resupply. Note, the properties on the list are not affiliated with Sioux Falls Housing, and SFH is not responsible for the keeping the information current. Sioux Falls Housing does not help people find housing, they just provide the list. As of September, 2025, Sioux Falls Housing and Redevelopment Commission has closed the mod-rehab waitlist, the housing choice voucher waitlist and the Hopwa waiting list. For those already on the waiting list, please continue to contact SFHRC with updates.
