The Minnehaha Planning and Zoning Office regulates a three-mile area shared with the City of Sioux Falls and all other rural areas in the county outside of Sioux Falls city limits. This office performs the following duties - maintains a comprehensive plan, administers the zoning ordinance, issues county building permits, building inspection outside city limits, oversees Minnehaha County parks, issues septic system construction permits to state registered installers, enforces building regulations in the county and three mile joint area, checks into nuisance reports, such as junk yards, and enforces flood plain regulations.

The Planning & Zoning Department handles Building Inspections, Building Permit Applications, Code Enforcement, Contractor Licensing, Flood Plain Administration, Land Use Applications, Occupancy Permits, Plats, Septic Systems, Signage, Zoning Compliance, and Zoning Enforcement.

The department takes applications for building permits, administers the County zoning ordinances and makes recommendations to the County Commission (BOA) for granting or denying the permits. Responsibilities include assist educational programs, investigates complaints and zoning violation, modify county ordinances with assistance from 1st Planning District, prepare annual department budget and public meeting agendas, property rezoning and platting, review Concentrated Animal Feeding Operations, site plan reviews, update County Commission and Planning Commission on current activities, and assist with septic system installation and compliance with state regulations.

This office provides the following services - Assess all the real estate property in the county for property tax purpose. By law, the assessed value must be its full or true market value. Also, provides assistance for platting and various permitting along with GIS Systems Management. Can assist with state and county requirements for septic system installation. Assists with questions pertaining to floodplains. Establishes and enforces zoning regulations which classify land within county, city or other municipal jurisdictions for specific agricultural, residential, commercial or industrial uses; and which evaluate, establish rulings upon and hear appeals regarding exceptions to zoning regulations.

Provides to the public, all necessary information concerning ordinances, procedures and permits governing land use and development in the County. Often can provide information on location of previous septic systems; provides inspections and permits for septic system installation.

Purpose is to locate, identify, and appraise all taxable property, in accordance with state laws and administrative procedures, while maintaining current information on the ownership and characteristics of property. Prepares and certifies the assessment roll and individual property assessments in accordance with state law. Regulates land use and development within a county, ensuring orderly growth and protecting property values. Issues building permits, 911 addresses, and assist with applications for plats, conditional use permits, and variances.

Responsible for the following services - building permits, septic permits, rezoning property, conditional use permits, requests to county zoning ordinance and subdivisions, and floodplain questions. Department provides recommendations to Pennington County Planning Commission and County Board of Commissioners in accordance with the Pennington County Zoning Ordinance, subdivision regulation, and the Pennington County Comprehensive Plan.

Responsible for the city infrastructure and improvement projects, annexations, cemetery records, grave purchases, burial scheduling, monument permits, conditional use permits/home occupations, contractor licenses, excavation permits, flood plain management, flood plain development permits, planning and zoning matters within the 3-mile jurisdiction, plats and mylar (preliminary, final, and administrative), rezoning amendments, sewer and water permits, and variances. The Building Inspector works with the Engineering Department to issue building permits, conduct inspections, issue stop-work orders, and follow and enforce International Building Codes and city codes and ordinances. The Planning Department is responsible for managing the physical growth of the unincorporated area of the County. The Yankton County Comprehensive Plan is the official document used to guide decisions on land use matters. The Comprehensive Plan is designed to anticipate and deal with changes occurring within the County. The Planning and Zoning Department is also responsible for zoning administration and enforcement. The Zoning Administrator is responsible for reviewing various plans and permit request and the issuance of applicable permits.
