The State Library provides access to information for employees and libraries of the state of South Dakota in order to support education, commerce, lifelong learning and enhance the quality of life. Information is provided in multiple formats including traditional print, online full text databases, talking books for the blind and visually impaired and enhanced videos for the hearing impaired. Services can be obtained through interlibrary loan.

Library provides materials, programs and services to residents of all ages in Freeman and the surrounding community to assist in their pursuit of information and resources to meet their educational, professional and personal needs. Particular emphasis is placed on delivering quality reference services and providing popular materials of high interest to the residents of the Freeman community. The library also serves to stimulate young children's interest and appreciation for reading and writing. This location also offers Driver's License and ID card renewal for currently license holders. Outreach Services delivers library materials directly to people at senior housing, assisted living centers, and care facilities. In addition to the various stops, outreach services also deposits collections of books, large print books, and books on CD at a number of care facilities in Sioux Falls. Homebound Delivery Service is a personalized delivery for library materials directly to people's homes. Day Care Delivery Service is a loan and delivery service of library materials for preschool and younger aged children. A volunteer from the library will deliver new materials to the daycare home and pick up the materials to be returned to the library.

The Hill City Public Library is open to the public and free to all patrons and includes an extensive collection of Hill City memorabilia, stories, and books relating to the history of the region. Also available is high-speed internet and Wi-Fi. Library Programming - Imagination club every Thursday at 3:30pm, Story Time every Friday at 9:30am, and Book Club every last Tuesday of the month at 5:00pm.

Eligible library card holders can check out books, DVDs, audiobooks, games, puzzles, tool kits, park and museum passes, fishing kits, and disc golf equipment. Access eBooks, audiobooks, magazines, and streaming videos through the library's digital collections. Use computers or Wi-Fi, or print from home using the mobile printing app, and pick up prints in the library or at the drive-thru window. Get help with mobile devices - iPads, Kindles, smart phones, etc. Use the library's makerspace to laser engrave, print custom stickers, poster, banners, 3D printing, and more. Enhance job skills or get homework help using the library's online learning resources. Participate in library events for all ages. Get library services at library's bookmobile throughout the community. The Homebound Program helps those in the community gain access to library materials. Provides personalized selections delivered to the patron in their residence. There is no cost for this service. Delivery is limited to residents who live within Rapid City Area School District inside Pennington County. Other services include test proctoring, no-cost notary services, faxing, reference assistance, local history resources, and dial-a-story. Meeting and study rooms are also available.
