Small percentage of clients served are adults (over 21) with disabilities. Eligibility is based on need for service. Senior Companions must be age 55 or older, meet an income guideline, and be willing to serve a minimum of 15 hours a week and to reach out and provide service to others. Senior Companions are paid a tax-free stipend for their volunteer work and mileage.

60's + Dining is a senior congregate meal program that provides a nutritious noon meal which reduces or prevents malnutrition, a major cause of other health problems. The program also provides socialization for the participants, which helps ease the problem of isolation among older persons. Persons who are unable to leave their homes due to illness or frailty may receive a home-delivered meal, while those who are able to travel meet at a congregate site for their meals. Participants in the program are asked to make a donation for the meal, but no one is refused service if unable to do so. Frozen Meal Program available to any client over 60. Quality, balanced, nutritious meals are flash frozen in specialty containers that can be heated in the microwave.

Services provided: Coordinates all agencies within the jurisdiction to include public, private, and non-governmental organizations to ensure the protection of life and property in the event of threatened or actual natural disasters, terrorism, technological, or man-made events. Responsibilities includes develops and maintains the county plan for reacting to emergencies; during an actual emergency, the director coordinates the action; and trains other agencies to respond to emergencies. The purpose of the Transition Assistance Advisor (TAA) program is to provide a professional to serve as the statewide point of contact to assist Service Members and Veterans in accessing Department of Veterans Affairs' health care services and benefits. Each TAA also provides assistance in obtaining entitlements through the Military Health System and access to community resources. The Transition Assistance Advisor (TAA): Provides information and assistance to Service members and their families to help them understand and access state and federal benefits as well as services through the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Business Administration (VBA), Military Health System, and the Department of Labor. Coordinates with VA, TRICARE, Veteran Service Organizations, and other federal, state, and community resources to provide important information and help with obtaining services to meet your needs during the post-deployment period. Participates in the mobilization and demobilization process to brief and advise members and their families about available VA entitlements and available resources in their communities. Coordinates activities for the Post-Deployment Health Reassessment event (a screening evaluation for any lingering physical and mental health conditions Service members may experience at 3-6 months post-deployment). Researches and resolve issues associated with entitlements when problems arise. Advises the Joint Forces Headquarters and coordinate with Family Support Specialists, Employer Support Group to assist with access to entitlements available through Department of Veterans Affairs, Department of Labor, and other veterans' entitlement and benefit programs.

The Auditor is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County. Notary Public services available. Some fees may apply. Welfare services include medical assistance, utilities assistance for disconnect notices on heating bills, and burial/funeral assistance. All assistance is based on eligibility guidelines. All applicants are required by law to repay the county for assistance given, per SDCL 28-14. County is payer of last resort after all other resources have been utilized.

The drug court program is an intensely supervised treatment court for offenders who have a substance abuse disorder that relates to their criminal charges. Treatment providers work with probation officers to build individual skills and support so offenders are able to progress from the criminal courts into lives of recovery and stability.

The CWOY Support Navigator program is designed to provide support for American Indian youth, adults, and their families in the He Sapa area who struggle with suicidal thoughts or behaviors. CWOY Support Navigators act as mentors, advocates, and resource guides for American Indian youth, adults, and families needing support for their healing and personal growth. Services offered include one-on-one mentorship, advocacy, individualized care planning, outings, activities and workshops, transportation to appointments, collaboration with behavioral health resources, coordination for success in academic programs, communication with family members, connecting participants to peer and community programs in support of healing goals, skill-building, mental health counseling, and therapeutic circles.

Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

The Register of Deeds records various real estate documents, such as deeds, mortgages, plats, mechanics liens, etc., and military discharge records; and files federal tax liens, state tax liens, state unemployment tax liens, hospital liens, UCC financing statements, hospital liens, new business names, etc. The office also issues marriage licenses, birth certificates, death certificates and marriage certificates, depending on year of event, from any county in South Dakota regardless of where in South Dakota the event occurred.

Offers telehealth services. Family Pathways (Family Outreach Services) counselors providing intensive counseling and support services for children in community locations such as home or school. Psychiatric Services include assessments and medication management. CARE - Continuous Assistance, Rehabilitation, and Education services for adults with severe mental illness.

Volunteers of America hosts a Veteran Outreach Center Monday through Friday, where Veterans and their families can access immediate resources including: laundry room and necessary supplies. shower facilities and personal care supplies, computer resource center, community day room with coffee and snacks, and access to copier and mail center.

Acts as an advocate and provides assistance to military veterans and their dependents in determining eligibility and applying for various federal and state benefits, such as service-connected compensation, non-service connected pension, outpatient and hospital medical treatment, guaranteed home loan certificates, education and on-the-job training benefits, burial benefits, survivor benefits, referral information, as well as many others.
