Residential substance use treatment for individuals suffering from illegal and prescription drug abuse as well as dependence on and addiction to alcohol. A 28-day intensive inpatient treatment program where individuals are emerged in 30 hours or more of programming each week. Clinically monitored inpatient withdrawal management (detoxification) program available if needed. Residential substance use treatment services are provided in the Benedictine Center on the Avera Sacred Heart Hospital Campus.

The Planning & Zoning Office issues building permits and 911 Addresses, as well as assists property owners with plats, conditional use permits, and variances. The Zoning Ordinance explains the different zoning districts, as well as the permitted principal uses and structures, permitted accessory uses and structures, conditional uses, and prohibited uses and structures for each district.

• Assists with any floodplain needs. The Edmunds County Flood Plain Authority is the county/city limit line. The office staff can assist with an aerial view of the property using the Geographic Information System (GIS), or the property owner can access the system on website. This allows allows the user to view, understand, question, interpret, and visualize data in many ways that reveal relationships, patterns, and trends in the form of maps, globes, reports, and charts. A property owner can build in a flood plain, but will need to complete a Floodplain Development Permit Application, to include a flood proof plan. The property can also be built up with fill and the soil compacted to rise above the flood plain.

Assists with any drainage needs. The Drainage Ordinance is intended to provide the basic guidance needed by the county drainage commission in carrying out drainage responsibilities.

Operates a national toll-free hotline and website that provides child care information and resources to assist in finding, selecting, and paying for child care and other parenting needs, information and resources to assist child care providers with needs for their business, and website information is available in English and Spanish.

The South Dakota Department of Health is offering a series of public MMR (measles, mumps and rubella) vaccination clinics across the state. Measles is a highly contagious disease that can cause serious complications, but it is preventable through the safe and effective MMR (measles, mumps, rubella) vaccine. Parole Services is the oversight division for the parolees under supervision of the Department of Corrections. Parole Services consists of the Parole Agents, supervisors and support staff who are responsible for monitoring the day-to-day activities of the parolee. Parole Agents conduct investigations; assist with parole revocation hearings and assist in finding necessary community services where available.

A state agency that helps individuals with disabilities to gain and maintain compatible employment in an area of their choice. Some of the available services include vocational counseling and guidance, vocational assessments, training opportunities, on-the-job training, work site accommodations, and job placement services. Services and programs include Vocational Rehabilitation Services, Independent Living services, Telecommunications Adaptive Devices (TAD), Deaf Services, and Assistive Daily Living Services (ADLS). The Mitchell office only provides Vocational Rehabilitation Services. Voc. Rehab Counselors can make referrals to the above services and programs if clients reside in the Mitchell area.

Elected officials who oversee the administration and policy-making of county government. Responsible for managing the county's budget, enacting local laws and ordinances, and representing county interests at the state and federal levels. They also oversee various county services and departments.

60's + Dining is a senior congregate meal program that provides a nutritious noon meal which reduces or prevents malnutrition, a major cause of other health problems. The program also provides socialization for the participants, which helps ease the problem of isolation among older persons. Persons who are unable to leave their homes due to illness or frailty may receive a home-delivered meal, while those who are able to travel meet at a congregate site for their meals. Participants in the program are asked to make a donation for the meal, but no one is refused service if unable to do so. Frozen Meal Program available to any client over 60. Quality, balanced, nutritious meals are flash frozen in specialty containers that can be heated in the microwave.

Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance. ​Medicaid: Health care coverage for people who qualify. To be eligible for Medicaid, individuals must fall into a coverage group and meet certain financial and non-financial eligibility criteria. Provides help for older adults and people with disabilities.

Services provided include prescription pick-up (these are delivered from Freeman daily), diabetes education and support, durable medical equipment (i.e. canes and walkers, bathroom equipment, orthopedic supplies, nebulizers, etc.), immunizations, long-term pharmacy, Medicare open enrollment, and a medication disposal site. Accepts UPS drop off packages for free. Customers can use the My Community Pharmacy to refill medications, set medication reminders, and track refill status.

The South Dakota Driver's License Program is responsible for individuals that are applying for a South Dakota Driver's License or Identification Card.

Now available in Spanish: driver license application, study manuals and written test. Driving part of the test is still given via English as the spoken language.

Promotes responsible pet ownership and animal protection through active enforcement of ordinances such as leash laws, mandatory licensing/vaccination of pets, impoundment of strays, etc. Services include animal bite investigations, rabies control activities, other zoonotic disease situations and problems, prevention and control of wildlife damage, wildlife disease and nuisance concerns, Animal Control does not handle pest control such as bees, wasps, etc., and emergency services are provided 24 hour a day / 365 days a year. All animals picked up within the city are housed at the Humane Society.

Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown location is also able to provide car seats for all ages when the purchase of a car seat is financial hardship.

HAAP will help with the cost of hearing aid(s) and associated ear mold(s) for South Dakota children, younger than 19, with progressive or permanent hearing loss who would benefit from hearing aid(s). The program is open to families with a household income of less than 400 percent of federal poverty guidelines, up to 1 time every 3 years, who do not have coverage through their current insurance plan. HAAP operates on a sliding fee schedule, with the financial contribution ranging from 50 to 100 percent of the total cost of purchasing hearing aid(s) and associated ear mold(s).

Investigates deaths that are not clearly due to natural causes, such as sudden, unexpected, or unnatural deaths. Determines the cause and manner of death through investigations, which may include autopsies, scene examinations, and witness interviews. Additionally, identifies the deceased, notifies next of kin, and ensures proper release of personal effects.

Provides skilled nursing facility care with 24-hour nursing staff. Offers activities and events that nourish the mind, body, and spirit.
