The Emergency Management Department is responsible for the following - Coordinates all agencies within the jurisdiction to include public, private, and non-governmental organizations to ensure the protection of life and property in the event of threatened or actual natural disasters, terrorism, technological, or man-made events. ​Responsibilities include developing and maintaining the county plan for reacting to emergencies; during an actual emergency, the director coordinates the action; and trains other agencies to respond to emergencies. County Emergency Managers can make contact with volunteer fire departments in their county. This is not an emergency first response organization. If you are in immediate danger please call 9-1-1.

The Victim-Witness Assistance program explains court procedures and terminology, explains and assists with Victim Impact statements, offers to accompany to court proceedings, keeps victims up-to-date on status of case, offer referrals to agencies, help prepare victims to testify for court or grand jury, distribute victims' compensation applications, and works as the link between victims and prosecutors.

Core Services offered are: Youth Mentorship: Offering direct guidance and support to help participants build life skills and prepare for future transitions. Skill Development: Provide hands-on experiences in various activities such as assistance with job applications. Community Engagement: Facilitate student involvement through community service projects and organized group events.

Services include auditing of all financial records of the County, apportioning of taxes collected by the Treasurer to be disbursed to the schools, cities, and other special assessment entities, county accounts payable, accounts receivable, payroll, budgets, and tax levy, beer and liquor licensing, county road districts, county liens, county assistance loan applications, recorder of the minutes for the Board of County Commissioners, and maintains all voter records. ​Notary Public services available. TANF (Temporary Assistance for Needy Families) is a temporary public assistance work program administered by the Department of Social Services in partnership with the Department of Labor and Regulation. It is designed to provide temporary assistance and build economic self-sufficiency for children and families. Eligibility and income guidelines are available by phone or by visiting the website.

The Parking & Transportation Department consists of the trolley system, parking management system, and Community Service Officers. It is responsible for the oversight of parking facilities, parking enforcement, trolley fleet management protocols, and the enforcement of city ordinances.

A support group that brings emerging adults together to create open and judgement free conversations for stories regarding homelessness, housing issues, mental health struggles, problems involving violence, addictions/recovery, search for identity, and more. Medical services that are offered include allergy, asthma, and immunology, dermatology, ear, nose, and throat, family medicine, gastroenterology, general surgery, internal medicine, interventional pain, ophthalmology, optometry, pediatrics, podiatry, and rheumatology.

The Love INC Clearinghouse takes over 1,200 requests for help each year. These calls are answered by caring volunteers who listen to understand people's situations and direct them to the most appropriate source of help. This can mean a referral to an area agency or services provided by area churches and volunteers through the Clearinghouse. The Clearinghouse coordinates the following programs within Love INC.

Assesses the emergency situation and then dispatches appropriate responding agencies including; police, sheriff, fire, ambulance services, and / or highway patrol.

Assess all the real estate property in the county for property tax purpose. By law, the assessed value must be its full or true market value.

Provides support and technical assistance to high school students with disabilities and their families, local education agencies, and agencies seeking information on transition planning. Activities provided include: training to students, families, schools, and adult service agencies on transition and development of transition plans; identifying and obtaining instructional materials and assistance with implementation of self determination curriculum; Student leadership activities; Youth Leadership Forum; one-day events such as 'Catch the College Wave', and 'Let's Talk Work'; Individual support and/or assistance; and Post-secondary education linkages.

Purpose is to locate, identify, and appraise all taxable property, in accordance with state laws and administrative procedures, while maintaining current information on the ownership and characteristics of property. Prepares and certifies the assessment roll and individual property assessments in accordance with state law.

This department provides the following imaging services: MRI, CT, Nuclear Medicine, Ultrasound, Cardiac Ultrasounds (including stress echo/stress testing), 3D Mammography, Bone Density Testing - Dexa scans, and all other radiology including Fluoroscopy.

Pharmacy Services include ordering new prescriptions, refill reminders, prescription transfers, and deliver or ship medications free of charge.

South Dakota residents upon reaching their 100th birthday can receive a framed and matted certificate recognizing this milestone in their life. There is a celebration each July that acknowledges the oldest century club members. At the beginning of each month, KELOLAND Media Group airs the current birthdays during the Mid-Day News. Must apply to receive certificate and to become a member.

A public health nutrition program for income-eligible infants and children up to age 5, pregnant, postpartum, and breastfeeding women. WIC provides nutrition education to help make healthy eating choices, breastfeeding education for expectant and new mothers looking to learn more about their infant nutrition options, referrals to connect families with quality medical care and other community services, and food benefits to help families purchase nutritious groceries at participating businesses statewide.

Provides assistance in the education of children who are deaf or hard of hearing (DHH) offering support and consultative services to homes, daycares, and schools. Children in South Dakota who have been professionally identified as DHH may be eligible for services. These services include: information on hearing level, assistive technology, language development, and communication opportunities; participation in the development of an individualized Family Service Plan; communication choice support of sign language skills/or training to facilitate listening and spoken language; demonstration of the use of hearing aids, cochlear implants, FM/DM systems, or other forms of listening technology; collaboration with other service providers; and social opportunities and networking for the Deaf community, as well as connecting families raising children who are DHH.

Provides home care services including adult companionship, personal care, homemaking, nursing services, and respite care.

Provides faith-based support for those struggling with substance use or addiction. Offers spirituality based transitional living (room for 26 men and 8 women in an 8 - 12 month length of stay), 12-step programming, one-on-one mentoring, prayer and medication, speakers, and spiritual advisors.

Individual, couples, marriage, family, group counseling, and workshops focusing on areas such as co-dependency, trauma, depression, anxiety, sexual abuse trauma, mild traumatic brain injury, relationship issues, boundaries, and financial therapy/coaching.
