The Office of the Public Advocate is organized under South Dakota law to provide legal representation to indigents and other qualified persons entitled to court-appointed attorneys under the state and federal constitutions and statues.

Provides assisted living and respite care services with personalized care focused on each resident and provides services best suited to individual needs. Services include but are not limited to assistance with activities of daily living, medication assistance, nursing services, nutrition services, and socialization services.

The Helpline Center Network of Care is a cloud-based data-sharing ecosystem administered by Helpline Center. The Helpline Center Network of Care serves as a collaborative software infrastructure that electronically links human service agencies through shared and protected client information with the goal of better serving clients, reducing duplication of efforts and services, decreasing gaps in access to services, and ultimately delivering more holistic person-centered care.

Provides worship and confession services.

Investigates deaths that are not clearly due to natural causes, such as sudden, unexpected, or unnatural deaths. Determines the cause and manner of death through investigations, which may include autopsies, scene examinations, and witness interviews. Additionally, identifies the deceased, notifies next of kin, and ensures proper release of personal effects.

Providing one week of supplemental food, based on household size, to people in Clay County. It is a client-choice food pantry in which guests can choose food for themselves and their families to fit their health and nutrition needs. Residents can visit the food pantry one time a month. The Vermillion Food Pantry is part of The Emergency Food Assistance Program (TEFAP).

Rides provided for the following: ​Medical, Nutrition, Social/Recreation, Education, Shopping/Personal, and Employment. Wheelchair accessible and accepts Medicaid. Pick up services are not available for residents within Sioux Falls city limits for transportation within Sioux Falls.

Services include individualized treatment plans, manual therapy, therapeutic exercise, gait and balance training, sports rehabilitation, dry needling, massage therapy, and physical stimuli treatments. Also offers Post Surgical Rehab and Pre-surgery Physical Therapy.

A public health nutrition program for income-eligible infants and children up to age 5, pregnant, postpartum, and breastfeeding women. WIC provides nutrition education to help make healthy eating choices, breastfeeding education for expectant and new mothers looking to learn more about their infant nutrition options, referrals to connect families with quality medical care and other community services, and food benefits to help families purchase nutritious groceries at participating businesses statewide.

Provides auditor and welfare services. Auditor services include: auditing of all financial records of the County; apportioning of taxes collected by the Treasurer to be disbursed to the schools, cities, and other special assessment entities; county accounts payable, accounts receivable, payroll, budgets, and tax levy; beer and liquor licensing; county liens; recorder of the minutes for the Board of County Commissioners; maintains all voter records; Notary Public services (some fees may apply); and administers all elections at the county level or above Welfare services include medical assistance, utility assistance (disconnect notice on heating bill required), and burial and funeral assistance.

The city government of Mitchell provides the City Council agendas and oversees long range planning for the city. City administration approves special event permits, coordinates planning, organizing and directing of activities in city departments. The City Administrator's office is in this building, as well as the Mayor's.

The Victim/Witness Assistance Program is committed to protecting the rights of crime victims and witnesses. Notifications and assistance services are provided to victims and witnesses, and other support may be available.

Home Health Services include intermittent skilled nursing and aide services such as bathing and homemaking. ​

Support group for women who have witnessed or experienced violence in a relationship. These groups seek to provide support and feedback to women who have been emotionally, sexually, or physically abused in their relationships. Topics of discussion include: the dynamics of domestic violence, crisis issues caused by domestic violence, the impact of traumatic experiences on daily living, staying safe, self-esteem, and healthy relationships.The women's support groups are open and may be joined by anyone at any time. No pre-registration is required to attend and groups are offered free of charge.

Offers a full range of medical equipment and supplies to make home care easier for patients and their caregivers. Monument Health specialists coordinate between patient, home care providers, and the medical team to ensure the right equipment is in the home and to evaluate whether home equipment could help improve patient care and safety. Medicare, South Dakota Medicaid, and medical insurance plans cover many prescribed home medical equipment. On-call emergency service is available 24/7. Products include Mobility Products, RHME Independence Aids, Respiratory Products, and General Health Aids.

Services provided are collecting fees for property taxes and vehicle licenses (cars, motorcycles, trucks, trailers, commercial vehicles, snowmobiles, and boats), parking permits application and issuing for individuals with a disability, and application assistance for tax reduction / rebate programs for individuals who are disabled and / or elderly (65 or older). Also issues drivers licenses: Only accepts driver license applications/documents for licensing, then issues a paper permit (cards are printed in Pierre then mailed to the applicant weeks later). Cannot process new CDL applicants or non-citizens.
