Public Works operates water and sewer services for the City of Keystone. This office also operates applications for building permits, floodplain development, grading, mobile home, signs, septic system, and water/sewer tap. The Building Inspection Department provides the following services - enforce building ordinances to ensure safe building construction and renovations, issues building permits, inspects new construction (with the exception of plumbing and electrical), contractor licensing, issues permits for food trucks/peddlers/solicitors, enforce the Property Maintenance 'Nuisance' ordinance, floodplain management, code enforcement, and planning & zoning.

The Public Works Department is responsible for maintenance of streets and parks, maintenance and operation of the water and wastewater utilities, and operation of the City rubble site. Street Department: Responsible for 35 miles of City streets and alleyways. Also performs street sign maintenance, street crosswalk marking, clean-up after storms, and many other tasks that require immediate attention.
