Exceptional Family Member Program (EFMP) - Provides information and referrals to local resources for Air Force Families with an exceptional family member (whether medical, emotional, physical or educational). Military and Family Life Counselor Program - Masters or doctorate-level licensed counselors provide short term, non-medical counseling services to service members and their families at no-cost (anger management, communication, relationship issues, conflict resolution, parenting, decision making skills, deployment stress, coping skills, homesickness, relocation adjustment, reintegration, separation, sadness, grief and loss). Personal Financial Management - Provides counseling and education with budget and savings management. This can be done in a one-to-one financial counseling setting or in a class. Available classes include: - Credit When Credit Is Due: A 6 hour financial education course that covers all aspects of credit and borrowing. The course teaches people how to better manage their money and steps to take to improve their credit score. Graduates of the course receive information to send to the credit bureaus to add a positive statement on their credit reports. - Make Your Move: An educational program for anyone looking to purchase a home or refinance a home. Make Your Move takes a complicated subject and makes it simple. This course meets HUD guidelines. You will learn all about the home buying process. The Ins and Outs of Renting: A 2 hour rental education course for anyone already renting or looking to rent. Learn the rights and responsibilities of being a renter, what questions you should ask before renting, and tips to get the right rental for you. Classes for groups can be scheduled by phone and taught at location. No charge for this service.

This program may be able to arrange for reductions in interest rates, waive late fees, back interest, and in some cases reduce principal balances. Goal is to revitalize neighborhoods by assisting in providing decent, safe, and affordable housing in Western South Dakota. Provides assistance to families to buy and fix their homes through: down payment and closing cost assistance, rehab loans (can only be utilized with homes on a permanent foundation, no manufactured homes on rented lots), affordable housing, credit counseling, home-buyer education, and foreclosure prevention and counseling. Rehab loans include 3 - 5 year forgivable loans, deferred loans, and low interest loans depending on the homeowners income and can be used for a variety of Life Safety repairs such as heating, plumbing, electrical, windows, rood, decks and steps, handicap access, etc. Loan terms, conditions, and availability are subject to change without notice. The property must be located on a permanent foundation, and the occupant must own the land or have qualifying land lease.
