The Hamlin County Planning and Zoning Office is contracted with First District of Watertown. Under county ordinance, citizens and businesses are required to obtain a building permit through the Planning and Zoning Office. Building Permits within Dempster, Thomas, Lake Poinsett, and Rural Hamlin County shall contact the Hamlin County Planning & Zoning Office. Building Permits within Bryant, Castlewood, Estelline, Hayti, Hazel and Lake Norden must contact the respective city offices.

Veteran's Service Office: Acts as an advocate and provides assistance to military veterans and their dependents in determining eligibility and applying for various federal and state benefits, such as service-connected compensation, non-service connected pension, outpatient and hospital medical treatment, guaranteed home loan certificates, education and on-the-job training benefits, burial benefits, survivor benefits, referral information, as well as many others. Zoning and Planning Services: Establish and enforce zoning regulations which classify land within county, city or other municipal jurisdictions for specific agricultural residential, commercial or industrial uses; and which evaluate, establish rulings upon and hear appeals regarding exceptions to zoning regulations.

Ensures that new infrastructure such as roads, water and sewer lines, and drainage systems that are built with new development comply with the City's standards. Issues permits for Subdivision Development, work in the right-of-way, grading and floodplain.

Finance Office is responsible for overall town management and operations, manages all financing and compliance requirements, in charge of water, sewer, and garbage billing and collection, record keeping, clerical duties, and website maintenance. This office also handles Code Enforcement complaints and event rentals for wedding receptions and anniversaries, community-wide events, or use by a non-profit organization.

Promotes orderly and quality development within the City of Winner. Services include zoning, building permits, code enforcement, and variance requests.

Assess all real estate property in the county for assessment / tax purposes. As required by Statute the assessed value must be at or near market value. This office also answers questions pertaining to floodplains.

• The Auditor is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County.

• Provides both economic and medical assistance to residents of Beadle County on a one time basis. Economic assistance is for current amounts only. No payment for deposits of any kind. Rent, Utility assistance for current bills may be available for water, lights, and heating, and Medical, hospitalization, and burial assistance requires pre-approval if not for emergency services.

All other resources must have been exhausted first. Assistance does require payback and county lien is filed until paid in full. Planning & Zoning services include:

Includes the offices of Code Enforcement, Building Inspections, and Planning and Zoning. Responsible for providing information to the public on planning, zoning, building, and code compliance-related issues.

• Building Inspector - Responsible for reviewing and issuing building permits, providing inspections for new construction and ensuring code compliance
• Code Enforcement - Ensures all city ordinances relating to health and safety are followed. Monitors for trash, junk vehicles, overgrown weeds, and other nuisance conditions.
• Planning and Zoning - Coordinates requests for variances, plats, and other zoning-related items. Works with City Council for planning and administering contracts for special community development related projects.

The Planning & Zoning Committee is responsible for preparing and maintaining the City's Comprehensive Plan, administering and enforcing zoning and subdivision regulations, enforcing building codes, and carrying out ordinances for permits and inspection. The Building Committee which is comprised of three council members is designated as the building inspector for the City. • Assists with any floodplain needs. The Edmunds County Flood Plain Authority is the county/city limit line. The office staff can assist with an aerial view of the property using the Geographic Information System (GIS), or the property owner can access the system on website. This allows allows the user to view, understand, question, interpret, and visualize data in many ways that reveal relationships, patterns, and trends in the form of maps, globes, reports, and charts. A property owner can build in a flood plain, but will need to complete a Floodplain Development Permit Application, to include a flood proof plan. The property can also be built up with fill and the soil compacted to rise above the flood plain.

Assists with any drainage needs. The Drainage Ordinance is intended to provide the basic guidance needed by the county drainage commission in carrying out drainage responsibilities.

Provides technical building code advice to the City Administrator and Planning and Zoning Commission; administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, documentation, and occupancy. Also enforces a variety of codes, including the Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electronic Code and local codes relating to nuisance, safety, and zoning.
